Trump did not demand concessions from Putin on Ukraine in exchange for the diesel agreement, – ISW

It will now be much more difficult for Trump to end the war in Ukraine.

The United States allowed Russia to supply diesel fuel to world markets without any incentives, without receiving any concessions regarding Ukraine.

This is stated in a new report by the Institute for the Study of War (ISW). The ISW believes that allowing Russian diesel exports will increase Russia’s revenues and expand its resources to continue the war against Ukraine. This, therefore, will complicate US efforts to end the war.

Analysts have noted that US President Donald Trump’s decision represents a unilateral concession to Russian dictator Vladimir Putin, who has offered nothing in return regarding Ukraine.

Thus, the Institute concluded that easing sanctions would bring economic benefits to Russia without forcing it to make concessions in the negotiations to end the war against Ukraine.

In this regard, the Institute’s analysts cited the following figures: in 2025, Russia accounted for only 9.5% of global diesel fuel exports, and this summer, the Kremlin banned diesel exports due to the consequences of Ukrainian strikes on oil refineries.

Trump and Putin’s Diesel Deal 

Trump announced the agreement after a telephone conversation with Putin.

Under Trump’s order, the US Treasury Department issued a temporary license allowing the supply of Russian diesel fuel to global markets.

Trump stated that Russia will soon supply over 300,000 tons of diesel fuel to the market. He said another 500,000 tons should arrive in November, and another million tons later.

President Volodymyr Zelenskyy responded to the agreement between Putin and Trump, noting that Ukraine would only support sanctions relief in exchange for an energy truce during the cold season.
