The number of North Korean citizens employed at Russian construction sites could exceed 50,000 by the end of 2025, more than three times the current figure.

“Today, about 15,000 North Korean workers are in Russia. Their number will increase to about 50,000 by the end of the year. And there are about 153,000 applications for workers from North Korea right now,” said Pavel Belenets, assistant to the chairman of the board of directors of the Russian development group Eskadra.
According to Belenets, North Korean construction workers are distinguished by high work discipline and productivity – workers from the DPRK work 12-16 hours a day and have only one day off per week .
Based on his own experience of interacting with various migrants, Belenets called North Koreans the “best” workers, adding that their main areas of employment are monolithic works, facades, and interior decoration.
In May, it was reported that North Korea had sent about 15,000 workers to Russia , where there is a labor shortage due to a falling birth rate and sending people to the war against Ukraine.
According to Russian statistics, the number of North Koreans entering Russia in 2024 increased 12-fold compared to the previous year. Many of them are believed to have entered the country on student visas.
In June, it was reported that large and small industrial enterprises in Russia hired 47,000 workers from China, India, Turkey, Serbia and other countries with visa-free entry last year, 16% more than the Russian government’s initial quota of 40,500.
