Only luxury real estate abroad was identified for 190 million hryvnia.

The State Bureau of Investigation has completed an investigation into criminal proceedings regarding the illegal enrichment of the former head of the Odessa Regional Center for Recruitment and Social Support, Evgeniy Borisov .

As reported by the State Bureau of Investigation, during the investigation, facts were established that family members of the defendant purchased valuable cars on the territory of Ukraine with subsequent movement abroad. Facts of purchasing luxury real estate abroad were also recorded, totaling more than 190 million hryvnia.

It is noted that the difference between the value of the acquired assets and the legal income of the defendant and his family members is more than 140 million hryvnia. The origin of these funds is not confirmed by any documents.

The investigation was carried out in close cooperation with law enforcement agencies of foreign countries. The defendant is charged under Art. 368-5 of the Criminal Code of Ukraine (illegal enrichment). He faces up to ten years in prison with deprivation of the right to hold certain positions or engage in certain activities for up to three years.

The SBI recalled that the Ukrainian bureau had collected a huge body of evidence, including studying media reports, and examining materials from the National Agency for the Prevention of Corruption (NACP), which also revealed signs of illegal enrichment of the former Odessa military commissar amounting to more than UAH 188 million.

In particular, one of the journalistic investigations showed that during a full-scale war, the mother of a military commissar became the owner of a residential building in Spain worth more than 4 million euros. In addition to luxury foreign real estate, she also purchased a Mercedes-Benz EQV car for almost 3 million UAH.

Subsequently, law enforcement officers established that the defendant’s mother-in-law had in recent years become the owner of a valuable fleet of vehicles, without having sufficient funds of legal origin for this. It included: Toyota Land Cruiser Prado, Mercedes-Benz G 63 AMG, Toyota Land Cruiser.

The defendant’s wife also purchased another foreign property – office space in Spain worth 737 thousand euros, also without having a sufficient amount of legally obtained assets and income for this.

“The defense has now begun to familiarize itself with the materials of the proceedings, after which the case will be transferred to court,” the SBI added.

The case of military commissar Borisov

Last year, a scandal with the now former head of the Odessa Regional TsK and JV Evgeniy Borisov became public. In particular, in the spring, information appeared that his family had purchased very expensive real estate in Spain during the full-scale Russian invasion of Ukraine. The value of the estate, which is registered to the man’s mother, is more than 3 million euros. The military commissar’s wife also acquired office space abroad, and the family also bought a new Mercedes Gelendvagen. It was noted that family income does not cover such expenses.

At the end of July, the court arrested the property of the Borisov family, which has also already been arrested. Among the seized property are land plots with a total area of ​​more than 2 hectares located in the Odessa region, in Odessa – two houses (total area of ​​more than 420 square meters), a household (78.5 hectares), two apartments and a third of another apartment, and the like.

Also seized were brand new Toyota Land Cruiser, Mercedes-Benz G 63 AMG and Mercedes-Benz EQV, Mercedes-Benz GLE 400 and the like.
