Russia’s victory or Ukraine’s collapse will not lead to peace, the chancellor said.

German Chancellor Olaf Scholz has called on parliament to pass a resolution on the state of emergency in connection with the world events of the last 24 hours and the US statements regarding the war in Ukraine.

“I agree with the US President: Russia’s war against Ukraine must end as soon as possible. The death and bloodshed must end. We know this: No one wants peace more than Ukraine. But at the same time, it is absolutely clear that Russia’s victory or Ukraine’s collapse will not lead to peace, but the opposite. This would threaten peace and stability in Europe, even far beyond Ukraine,”  he emphasized at a press conference.

Scholz noted that Germany must work with partners to “represent our interests confidently and loyally in the upcoming negotiations,” since these negotiations will also concern Europe.

“We Europeans are the ones who support Ukraine the most, for as long as necessary and even after a possible peace agreement. Nothing about Ukraine without Ukrainians and nothing about Europe without Europeans. That’s true. We agree on that with all our friends and partners in Europe,” the chancellor added.

Scholz said that a resolution must be urgently passed to recognize the war in Ukraine and its serious consequences for the security of Germany and Europe as a state of emergency within the meaning of Article 115(2) of the Basic Law. This would ensure that support for Ukraine would no longer come at the expense of other tasks that the state must fulfill towards its own citizens.

In addition, the Chancellor proposes reforming the “debt brake” – excluding military spending from the calculation of the national debt in order to ensure support for Ukraine and strengthen Germany’s own defense capability.
