Receipt of next IMF tranche at risk – Pidlasa

Ukraine’s receipt of the next tranche from the International Monetary Fund (IMF) is at risk. Roksolana Pidlasa, a member of the Verkhovna Rada from the Servant of the People faction and the chairperson of the parliamentary budget committee, has reported this on her Facebook page, according to the Ukrainian News agency.

“Ukraine could receive USD 1.66 billion from the IMF by the end of the year. Yesterday, at a meeting with the IMF mission in Kyiv, the main topic of discussion was that receiving the next tranche is at risk. In particular, we have made insufficient progress in passing draft laws,“ she said.

According to her, in order to receive this tranche, the following steps, among others, are required:

– signing the already adopted bill on the taxation of digital platforms No. 15111-d (the main obstacle to signing it at this time is an amendment regarding PEPs in this bill, which puts funding from the European Union at risk);

– passing Bill No. 15112-d, which accompanies the parcel taxation bill;

– adopting amendments to the law on the independence of the National Commission for State Regulation of Energy and Public Utilities and the improvement of appointment procedures;

– appointing new members of the Accounting Chamber (this is the next separate step following the creation of a selection committee, which the Rada did not support yesterday).

In addition, the government must submit three draft laws to parliament (a vote on them is not required this year).

The remaining structural changes are decisions to be made by the Cabinet of Ministers or other bodies.

“When we talk about the next IMF tranche, we’re not just talking about USD 1.66 billion in budgetary funding, because implementing the cooperation program with the IMF remains a condition for receiving assistance from the European Union,” the MP emphasized.

As the Ukrainian News agency earlier reported, on August 31, an International Monetary Fund mission began meetings with Ukrainian authorities to discuss reform commitments and the draft 2027 state budget.

In July, Ukraine received a second tranche of approximately USD 690 million from the IMF under the new four-year Extended Fund Facility (EFF) program. The total amount of funding received by Ukraine under the new EFF program is approximately USD 2.2 billion.

The program was approved by the IMF Executive Board on February 26, 2026. The total amount of the new EFF program is USD 8.1 billion for 2026–2029.

Earlier, Olha Vasylevska-Smahliuk (Servant of the People faction), a member of the Verkhovna Rada Committee on Finance, Tax, and Customs Policy, reported that the gap in public finances currently stands at nearly EUR 50 billion.
