He calls Ukraine an “artificial quasi-state.”
Former aide to Kremlin ruler Putin Vladislav Surkov said Moscow would spread the ” Russian world ” in all directions, as far as it can and as much as “God willing.”
In an interview with the French magazine L’Express, he said that Russia’s victory would be a military or military-diplomatic defeat of Ukraine and its division into “natural fragments.” “There may be maneuvers, slowdowns, and pauses along the way. But this goal will be achieved,” the Russian ideologist said.

According to him, during the full-scale war, the strategic goals of the Russian Federation did not change, but the tactical ones “adapted as the strategy was implemented”:
“I built the official ideology on the basis of the concept of the “Russian world”, which already existed in philosophical circles. The “Russian world” has no borders. The Russian world exists wherever there is Russian influence in one form or another: cultural, informational, military, economic, ideological, humanitarian… In other words, it is everywhere.”
Surkov noted that the scale of Russia’s influence in different regions varies, but is never zero. According to him, when spreading the “Russian world,” the main thing is “not to get carried away and not to take on too big a piece.” He also stated that a long-term solution to the war in Ukraine is impossible without the participation of the European Union.
“A balanced distribution of Ukraine will have to include Brussels’ share,” added Putin’s former adviser.
Ideology of the “Russian world”
As is known, this concept is used in Russian politics and propaganda to justify the idea of cultural, linguistic and political unity of Russians, Ukrainians and Belarusians, as well as the spread of Russian influence in the post-Soviet space and beyond.
The “Russian World” is based on the idea that Russia is the successor of Kievan Rus, the Russian Empire and the USSR, and therefore has the right to influence neighboring countries.
One of the most influential ideologists of modern Russian politics, especially in the context of Russian imperialism, is considered to be Alexander Dugin. In August 2022, his daughter died in a car explosion on a highway near Moscow.
