Putin orders Ukrainians who are “illegally in Russia” to leave the country

Russian dictator Vladimir Putin has signed a decree requiring Ukrainian citizens who are in Russia “without legal grounds” to leave by September 10, 2025, or “legalize.” The decree was published on the Russian Federation’s legal information website.

In addition, according to the document, “foreign citizens” or “stateless persons” who arrive in the Russian-controlled territory of the four regions that Russia announced its annexation of in 2022 (we are talking about Donetsk, Luhansk, Zaporizhia and Kherson regions) must undergo a medical examination by June 10, 2025, as well as take tests for drug use and HIV.

At the same time, the document contains a reference to Putin’s decree of December 30, 2024 “On temporary measures to regulate the legal status of certain categories of foreign citizens.”

This document describes the actions that the Russian authorities consider to regulate the legal status of foreign citizens in the country.

Therefore, the text of the decree states that Ukrainians will be required to submit biometric data, undergo a medical examination, an exam on knowledge of the Russian language and history, and they must also “pay off existing debts.”
