EU Naval Forces Board Shadow Fleet Tanker as Pressure Mounts on Russian Oil

European Union naval forces boarded the oil tanker MV SOUTH STAR to verify its registry over suspicions of sailing under a false flag, EU High Representative Kaja Kallas wrote in a post on X on July 22.

This marks an intensified enforcement against Russia’s shadow fleet.

The vessel was intercepted on July 20 by personnel operating under EUNAVFOR MED IRINI after being identified as a potential violator of international maritime law. Linking illicit maritime commerce directly to Kremlin war funding, Kallas stated that “every illicit voyage helps sustain Russia’s war machine,” emphasizing that the European Union is actively “matching our sanctions with action at sea”.

In a parallel policy shift, EU member states authorized naval mission EUNAVFOR ATALANTA this week to execute identical flag verification boardings against suspected shadow fleet vessels.

The decision aligns the mandates of both regional naval missions to create a broader enforcement grid against unregistered, reflagged, or uninsured tankers transporting Russian petroleum, Kallas reported. Observing the expanded authority granted to European naval commanders, Kallas noted that the decision “further tightens the net” against illicit maritime operations.

The interception follows the European Union’s decision to update its maritime rules of engagement, which authorized naval forces to board and inspect suspected Russian shadow fleet vessels in the Mediterranean.

The French Navy had also previously intercepted sanctioned Russian shadow fleet tanker TAGOR in the Atlantic Ocean, as it was traveling from Russian territory.
