Passive suffrage – that is, the right to be elected in elections at different levels – in Russia are deprived of approximately 10-11 million people. Such an assessment is given in the new report of the Voice movement .
In June 2021, in its previous report, the movement reported that the number of disenfranchised people in Russia was at least nine million. The Central Election Commission of Russia did not agree with this, estimating their number at 1.65 million people. The Russian Public Institute of Electoral Law (ROIPP), headed by CEC member Igor Borisov, gave its estimate of two million people.
In a new report, Golos said it believes these figures are underestimated. At the same time, the movement increased its estimate of “disenfranchised” (as the report refers to Russian citizens who are deprived of the right to be elected) from nine to 10-11 million people.
Golos explained that initially it did not take into account Russians deprived of their passive suffrage due to possession of foreign financial instruments or accounts in foreign banks. The movement estimated their number at one and a half million people.
In addition, the first report of Golos did not take into account about 60 thousand people sentenced to imprisonment in 2019-2020, and about 100-300 thousand people who participated in actions in support of Alexei Navalny and who, because of this, the authorities may be declared involved in the activities of banned organizations .
