The United States and Ukraine have signed an agreement on access to Ukrainian natural resources, First Deputy Prime Minister and Minister of Economy Yulia Svyrydenko confirmed.

“Together with US Treasury Secretary Scott Bessant, I signed the Agreement on the Establishment of the US-Ukraine Reconstruction Investment Fund,” she wrote on Facebook .
According to her, Kyiv and Washington will create an Investment Fund for the Reconstruction of Ukraine, which will attract global investments into our country. The key provisions of the agreement are as follows:
Full ownership and control remain with Ukraine. It is the Ukrainian state that determines where and what to extract. The subsoil remains Ukrainian property.
An equal partnership between the United States and Ukraine. The fund is being created 50/50, and neither party will have a majority vote.
National property is protected. The signed agreement does not envisage changes in the privatization processes or management of state-owned companies. Companies such as Ukrnafta or Energoatom remain state-owned.
No debts. The signed agreement does not mention any debt obligations of Ukraine to the US. The implementation of the agreement will allow both countries to increase their economic potential through equal cooperation and investment.
The agreement complies with the Constitution and does not change Ukraine’s European integration course . It will also be a signal to international players that long-term cooperation with our state is reliable.
The Fund will be filled with revenues exclusively from new licenses. “This concerns 50% of funds from new licenses for projects in the field of critical materials and oil and gas, which will be received by the budget after the Fund is established. Revenues from already launched projects or revenues planned in the budget are not included in the Fund. The agreement concerns further strategic cooperation,” Svyrydenko writes.
Legislative changes are only spot-on. For the Fund to function, only amendments to the Budget Code are needed. At the same time, the Agreement must be ratified by the Verkhovna Rada.
The US will help attract additional investment and technology . The new fund will be supported by the US government through the DFC agency. It will help Ukraine attract investment and technology from funds and companies in both the US and the EU and other countries that support our fight against the Russian enemy.
The agreement provides tax guarantees. The Fund’s income and contributions are not taxed in either the US or Ukraine, so that the investment yields the greatest possible results, writes Svyridenko.

This is hard for me to understand. Ukraine is allowing whoever to pull whatever minerals from Ukraine. Now we enter into an agreement where Ukraine and the US share 50/50. What is the US putting up to get 50%? I don’t hear anything so why is this a good deal for us?

Here’s my problem. In the financial world finders fees are at a maximum of 10%which goes down to less than a 1% for multi billion dollar deals. IUS is putting up absolutely nothing.
I’d bet Trump isn’t so in favor of Ukraine ceding occupied Donbas now. At least the investors won’t be. Plus the Moskali are elbowed out now. I hope this works well for Ukraine.
