Russia has prepared separate strike plans for Kyiv, Odesa, and Kharkiv.

Ukraine received two documents regarding Russian preparations for attacks on the energy system this winter. Energy Minister Denys Shmyhal announced this during a telethon .

According to him, the Russians described in detail which objects, in what quantities, and with what types of weapons they intended to attack.

“Last week, we received materials from our intelligence agencies that they received from the Russian side – a strategy for Russian terrorists’ actions for this winter,” Shmygal said.

The minister claims that Russia is preparing comprehensive attacks: from heating to water supply, sewerage, the destruction of our generation, the destruction of interconnectors: both at the entrance to Ukraine from Europe and through the Dnieper.

“There are two extensive documents, very coldly written, very clearly. They contain tables detailing the number of weapons needed for each target to be destroyed. The weapons range from ballistic missiles to jets and conventional drones. We understand how they will operate,” the official said.

According to Shmygal, the Russians have separate plans for large cities – Kyiv, Kharkiv, Odesa, and cities with populations over half a million.

The minister assured that Ukraine is preparing for the enemy’s winter campaign: more than 200 permanent concrete structures (so-called “shelters”) have already been built over facilities that the Russians have identified as priorities.

He said work is ongoing with partners to purchase and stockpile the necessary equipment for rapid repairs in the event of an attack. However, he noted that it is impossible to protect the entire energy sector with a “concrete dome”:

“Of course, air defense today provides 90% of protection. But with thousands of missiles and drones, even 10% is painful.”

The minister expressed confidence that Ukraine will survive the coming winter with dignity.
