It is the first time a senior UK official has publicly confirmed Britain’s estimate of russian losses in Ukraine during the full-scale war
The head of the UK’s signals intelligence agency, Anne Keast-Butler, has stated that russia has lost nearly 500,000 troops during its full-scale war against Ukraine. According to her assessment, russian dictator vladimir putin is also being forced into retreat on the battlefield, as reported by The Guardian.
Keast-Butler made the remarks during the first annual lecture hosted by GCHQ. It marked the first time a senior British official publicly disclosed such an estimate of russian military losses during the fifth year of the full-scale war.
At the same time, she warned that the Kremlin is significantly expanding hybrid operations targeting both the United Kingdom and Europe.
“russia is scaling up its daily hybrid activity against the UK and Europe,” Keast-Butler stated.

According to her, these activities include attacks against critical infrastructure, cyber operations, democratic institutions, logistics networks, and underwater communications systems.
“But let me be clear that in the face of such aggression and chaos, GCHQ is working tirelessly with intelligence and defence partners to degrade and reduce the russian threat,” she added.
Keast-Butler also noted that British intelligence services are actively disrupting russia’s attempts to smuggle Western technology, countering cyberattacks, and preventing sabotage and assassination operations linked to Moscow.
She separately referenced sabotage incidents in Europe involving incendiary devices hidden in DHL parcels transported through Germany and the United Kingdom. One device ignited in Leipzig, while another was discovered in a warehouse in Birmingham.
As Defense Express previously reported, Ukraine’s Unmanned Systems Forces reported coordinated drone strikes hitting russian air defense assets, logistics infrastructure, and reconnaissance systems across Donetsk region.
