The Verkhovna Rada adopted the state budget for 2025 in the first reading

247 people’s deputies voted in favor.

The Verkhovna Rada voted in the first reading for the draft State Budget for 2025. This was reported by People’s Deputy of Ukraine Yaroslav Zheleznyak on his Telegram page .

It is noted that this decision was supported by 247 deputies.

“We accepted the budget conclusions as a whole. Not a single amendment was changed except for the amendment on prosecutors’ salaries,” Zheleznyak noted.

As Ukrainian Prime Minister Denys Shmyhal reported on Telegram , the budget priority for next year will be security and defense.

“We will direct all taxes paid by people and businesses to strengthening our defenders and military capabilities,” Shmyhal noted.

According to him, more than UAH 2.2 trillion will be allocated for these purposes, which is about 26% of GDP. This is UAH 46 billion more than in 2024. In general, state budget expenditures are planned in the amount of more than UAH 3.6 trillion, which is UAH 535 billion more than this year. General fund revenues are planned at UAH 2.7 billion, which is UAH 411 billion more than this year.

Budget 2025 – what is known

UNIAN previously reported that on October 30, 2024, when considering the draft budget for next year, the parliament voted for an amendment that cancels the increase in salaries for prosecutors .

In addition, Finance Minister Serhiy Marchenko noted that all social payments in 2025 will be financed from the state budget of Ukraine. At the same time, there is no possibility to increase the minimum wage next year.

As stated in the UNIAN article, the draft state budget for 2025 envisages GDP growth of 2.7% , inflation at the level of 9.5% per year and the dollar exchange rate of 45 UAH/USD. Officials predict an increase in the average salary from the current 20,581 UAH to 24,389 UAH in 2025.
