In Odessa, which was hit by a prolonged heavy downpour on September 30 , the death toll from the storm has increased to 10 people, and over 1,000 people have sought help. This was stated by the Deputy Prime Minister for the Reconstruction of Ukraine – Minister of Community and Territorial Development of Ukraine Oleksiy Kuleba, who arrived in the city to familiarize himself with the situation.

“The city is experiencing severe consequences of a natural disaster. 10 people have already died due to the bad weather, including a child… More than 1,000 people have sought help – due to flooding, fallen trees, power outages, and property damage,” the official said.

According to him, he visited the locations that were most affected by the downpour, where he spoke with local residents who were left without property. It is also currently known that the city has suffered significant damage to equipment needed for the heating season.

As of the evening of October 1, it is known that about 300 private and approximately 400 apartment buildings in the city were damaged due to the bad weather.

In Odessa, Kuleba held a meeting of the State Commission on Energy, Safety and Emergency Situations, as a result of which the situation was declared an emergency, and a unified headquarters for the elimination of consequences was created.

It was decided that a temporary commission be created at the Odessa Regional State Administration to investigate the causes and circumstances of the tragedy. The official noted that it is necessary to find out why the warning system in the city did not work properly. Because of this, Kuleba added, people did not receive clear information about the risks, schools did not switch to remote mode, and there were no sufficient restrictions on movement around the city. All this is a matter of safety and people’s lives. The Deputy Prime Minister assured:

“The families of the deceased and the victims will receive financial assistance. Compensation will be provided by the city and the region. A separate program to support people will operate. It is important that the townspeople have clear and quick access to help. For this, a hotline for victims will be created in Odessa. Anyone who has encountered flooding or lost property will be able to contact and receive support.”

A list of damaged houses and infrastructure is currently being compiled, after which, the official promises, every family whose housing is destroyed or damaged will receive payments and appropriate assistance.

One of the acute problems is flooded shelters, which need to be brought into proper condition as soon as possible.

Kuleba thanked rescuers, doctors, utility workers, energy workers, and volunteers, thanks to whom the situation in Odessa was stabilized.

“For Friday, I am preparing a report to the country’s leadership on the causes and consequences of the tragedy in Odessa, with proposals for a response at the state level: additional assistance to the victims and adoption of relevant personnel decisions,” the official stated.

According to the mayor of the city, Hennadiy Trukhanov, the Kyivsky district of Odessa was the most affected, with 185 private houses and 200 high-rise buildings damaged. Roads and utility networks suffered significant damage. More than 70 trees and large branches were downed in various areas of the city.

Also among the dead was a 38-year-old employee of “Ukrzaliznytsia”, who could not get into the car and tried to get home on foot.
