The most difficult issue in Europe remains support for Ukraine . Usually, the adoption of a joint statement on behalf of the European Council requires unanimous approval from all 27 EU countries. However, Hungarian Prime Minister Viktor Orban still opposes increasing military aid to Ukraine or even advancing the country’s accession process, writes Politico.

Two weeks ago, the “unanimous approval” system was threatened when Orban tried to thwart an initiative to fill the gap in American aid to Kyiv. However, the remaining 26 countries agreed on the text of the statement and simply added it to other resolutions adopted unanimously. Although Hungary refused to participate in this, the document was still issued as an official conclusion of the European Council. Media reports say that they want to use this tactic again.
“This is a new reality. And it is useful from a political point of view. Although in the future we may face other problems,” said one senior EU diplomat. It is also noted that Hungary’s objections are now simply taken into account – “and quickly ignored.”
Disagreements in Europe
“After March 6, no one doubts the difference of views with one member state. Of course, our goal is to always make decisions with the entire 27 countries. But if the strategic disagreement persists, and everything indicates that it will remain, then we will move forward with the 26,” the official said on condition of anonymity.
At the last EU summit in early March, European leaders scored a “big victory” by securing the support of Slovak Prime Minister Robert Fico, tearing him away from the union with Hungary. But the tough language threatening new sanctions on Russian energy and trade may not matter much, as their actual implementation at the EU level still requires unanimous approval – and Hungary has repeatedly blocked attempts to “close the remaining loopholes”.
Another diplomat said that Orban had chosen the path of isolation and illiberal democracy, contrary to the clear interests of the EU and even Hungary. He had many opportunities to change course, but he rejected all the outstretched hands. “If he believes that he can do it alone, I think few people will stop him,” he stressed.
What is known about the new draft European statement on Ukraine?
In a draft new statement on Ukraine, the EU reaffirms its “unwavering support for the independence, sovereignty and territorial integrity of Ukraine within its internationally recognized borders.” The document states that the European Union adheres to a “peace through strength” approach, which requires Ukraine to be in the strongest possible position before negotiations, with its own powerful military and defense capabilities.
The EU also welcomes US President Donald Trump’s efforts to end the war in Ukraine and has no intention of changing its position anytime soon. However, the US talks with Russia and Ukraine do not count as “peace talks”, according to an EU official.
“The EU welcomes US efforts to conclude a ceasefire, but will continue to provide material support to Ukraine regardless of their results,” he added.
