The Armed Forces of Ukraine have launched a large-scale review of the manning of military units and the distribution of servicemen. The General Staff stated that its goal is to assess the actual manning of units, ensure fair personnel distribution, and increase the combat capability of the troops.
This was reported by the General Staff of the Armed Forces of Ukraine. It is emphasized that such measures should increase the combat capability of the troops.
What will be checked in military units?
The General Staff noted that the inspection will cover brigades, regiments, and corps of the Armed Forces of Ukraine.
During it, the actual level of manning of military units will be assessed, as well as how effectively personnel are distributed between different units.
Special attention will be paid to the personnel support of military formations that perform combat missions on various front lines.
Why is the inspection being carried out?
According to the General Staff, one of the main tasks of the inspection is to assess the effectiveness and fairness of the distribution of military personnel in accordance with the current needs of the units.
“The effectiveness and fairness of the distribution of personnel is being assessed, taking into account the needs of military units performing combat missions on various sectors of the front,” the report says.
Based on the results of the analysis, the command plans to identify areas for improving the personnel management system.
“The key goal is to assess the actual state of manning of brigades, regiments, and corps, analyze the effectiveness of the distribution of military personnel between units, and identify areas for improving personnel management issues,” the General Staff emphasized.
The General Staff emphasizes that these measures should contribute to increasing the combat capability of the Armed Forces, ensuring personnel balance, and more rational use of the army’s human potential.

The General Staff’s statement emphasizes that any systemic changes in the army begin with a change in attitude towards servicemen.
That is why improving personnel policy and ensuring a fair distribution of personnel is called one of the key areas for increasing the efficiency of the Ukrainian army.
The General Staff did not specify how long the inspection will last or whether it involves further transfers of servicemen between units. However, it is noted that its results should become the basis for improving the system of manning military units in accordance with the needs of the front.
As OBOZ.UA reported, in November 2025, Deputy Head of the Presidential Office Pavlo Palisa announced new principles for distributing personnel between combat brigades. The idea was that every recruit would know from day one which unit they would serve in.
