Teachers’ salaries will be increased by 50%, but there is one nuance: details of the 2026 budget project

It is planned to allocate UAH 265.4 billion for education in 2026, which is UAH 66.5 billion more than in the current year.

The lion’s share, UAH 183.9 billion, will go to pay for labor in the education system, which provides for a 50% increase in teachers’ salaries. This is stated in the draft state budget for next year, presented by the Cabinet of Ministers.

The increase will take place in two stages: from January 1st – by 30%, and from September 1st – by another 20%.

They want to allocate 14.4 billion UAH for school meals. They will use it to expand the meal reform for 4.4 million students: from January 1 for grades 1-4 and 5-11 in frontline territories. Already from September 1 of next year, the innovation will affect all grades 5-11 in Ukraine.

Additionally, UAH 2.1 billion will be allocated to schools for the purchase of 14.1 million textbooks for grades 4 and 9.

Another 15 billion UAH in the field of education will go to investment projects, such as shelters, food facilities, school buses, and the New Ukrainian School projects.

The draft State Budget 2026 and teachers’ salaries

As Prime Minister Yulia Svyrydenko reported, the Cabinet of Ministers adopted the draft state budget of Ukraine for next year and sent it to parliament for consideration. The total estimate is: expenses – 4.8 trillion UAH (+415 billion UAH compared to the current budget for 2025), revenues – 2 trillion 826 billion UAH (+446.8 billion UAH).

At the beginning of summer, the Ministry of Education was already considering the possibility of increasing teachers’ salaries next year. According to preliminary estimates, in order to ensure the average salary for a teacher at the level of 24 thousand UAH, it was necessary to find an additional 200 billion UAH.
