In Russia, several regions were met with unknown drones at night. In particular, explosions were heard in the Samara region: there, arrivals were recorded near the Novokuibyshevsk oil refinery.
There have also been reports of a possible damage to an electrical substation in Samara, which would bring Russians one step closer to a blackout. Details are reported by the Telegram channels Exilenova and “Information Resistance” .
Attack details
According to Exilenova, on the night of November 16, the Novokuibyshevsk Refinery came under attack from the Defense Forces.
“Striking UAVs visited the Novokuybyshevsk refinery, locals report dozens of explosions in the city,” the report states.
In comments on local chat rooms about “deafening booms,” Russians complain that they heard more than 30 explosions. They also lament the fate of the Novokuibyshevsk refinery, which was targeted by the attack: they call the plant “Novik.”
In addition, unknown good drones could have visited an electrical substation in Samara : the probability of arrivals there was assessed by Exilenova as “high”, and “Information Resistance” noted that this Russian regional center is “getting to know the blackout.”
Meanwhile, the governor of the Samara region, Vyacheslav Fedorishchev, confirmed the night attack on the region, and announced that the “Carpet” plan was being implemented in the region: the airport in Samara was closed from midnight until approximately 5 a.m. Kyiv time. According to the Russian official, the attack was “repulsed”, no one was injured. Fedorishchev remained silent about the destruction, instead threatening the Russians with “consequences” for the footage of the aftermath of the Ukrainian strikes published online.

The Russian Defense Ministry, meanwhile, boasted of the “destruction” of 57 drones, 23 of which were allegedly shot down over the Samara region.
What is known about the Novokuibyshevsk Refinery?
The Novokuybyshevsk oil refinery is one of the largest in Russia. It is subordinate to Rosneft and is capable of processing 8.8 million tons of oil per year.
This enterprise provides the Russian invaders with refined petroleum products, in particular, it produces fuel for the Russian Tu-22M3 supersonic strategic bombers.
The defense forces have already repeatedly imposed “kinetic sanctions” against this Russian enterprise. It flew there on March 10, August 2 (then one of the two primary oil processing units, KDU-11, was damaged at the Novokuybyshevsk refinery, and the other was planned to be shut down for major repairs), September 20, and October 19, 2025.
As OBOZ.UA reported, Ukrainian drones also attacked the Lukoil refinery in Volgograd, Russia, that night. Meanwhile, Russian air defenses fired on a high-rise building.

The attack was repulsed but anyone posting videos of the huge explosions will be visited by the FSB.
