Diplomats promise to continue supporting Ukraine in its right to self-defense against Russian aggression.
The foreign ministers of France, Germany, Italy, Poland, Spain and the United Kingdom, as well as the High Representative of the European Union for Foreign Affairs and Security Policy, emphasize that they will increase military, economic and financial assistance to Ukraine .

This is what the Berlin Declaration says on the sidelines of ministerial talks between Germany, Spain, Italy, Poland, the United Kingdom, France, the European Union, and Ukraine.
In particular, in Berlin, top European diplomats met today with Ukrainian Foreign Minister Andriy Sybiga “at a crucial moment in Russia’s aggressive war against Ukraine.”
“We will strengthen military, economic and financial assistance to Ukraine, including by mobilizing additional European funding,” the declaration states.
Leading diplomats stressed that “the rapid and collective provision of a $50 billion loan by the Group of Seven countries, in which the Europeans play an important role, will help Ukraine meet its urgent needs, including military ones.”
“We remain committed to supporting the reconstruction and recovery of Ukraine in coordination with international partners,” the declaration said.
To this end, an International Conference on the Restoration of Ukraine will be held in Italy in 2025.
The heads of foreign ministries and the EU High Representative also believe that the goals of a comprehensive, just and sustainable peace for Ukraine and sustainable security for Europe are inseparable.
“Ukraine must win,” they emphasize.

In addition, the top diplomats assure that they will continue to support Ukraine on its irreversible path to full Euro-Atlantic integration, including NATO membership, and will support Ukraine on its path to joining the European Union. The ministers emphasize:
“We will continue to limit Russia’s military buildup. We will put additional pressure on the Kremlin’s sources of revenue, including energy.”
At the same time, they reaffirm their commitment to the Peace Formula proposed by the President of Ukraine, Volodymyr Zelensky, as a reliable path to a just and sustainable peace.
Top diplomats assure that there can be no peace talks in Ukraine without the participation of Ukrainians and without Europeans on their side.
“We are committed to providing Ukraine with strong security guarantees, including reliable and long-term provision of military and financial support,” the diplomats stressed.
