Britain just authorized the release of classified Storm Shadow cruise missile technology so Ukraine can begin building the weapon domestically, rather than only receiving finished missiles from UK stockpiles. That creates an immediate problem: Russia already knows this is coming and has spent years hunting down Ukraine’s missile-production facilities.

I break down what Britain’s release actually covers, how Ukraine might hide a dispersed production network instead of one vulnerable factory, and why the knowledge transfer itself may end up mattering more than the missiles it produces.
