All personal travel data will be transferred to databases to which the FSB and the Ministry of Internal Affairs have access.
Control over the movement of Russians by all types of long-distance transport during trips within Russia and abroad will be tightened. As Verstka reports , this is evidenced by a draft order of the Russian Ministry of Transport.
The Russian Federation has been maintaining automated centralized databases of personal data about passengers and vehicle crews since 2024. Carriers and companies transfer information about ticket reservations to these databases.
At the same time, carriers must now transmit data on ticket purchases, refunds, re-registration, boarding and disembarking passengers, departure or cancellation of transport, as well as a number of other operations within 15 minutes after registering this information in their systems, if it concerns an airplane or train, and within 30 minutes in the case of transportation by road, sea or inland waterway.
It will be necessary to transmit planned and actual information
However, today it is only about the scheduled departure of transport or the boarding of a passenger. The new draft order, which is to replace the current document from 2024, specifically states that both scheduled and actual information will have to be transmitted, both about regular and charter flights.
Also, in the case of flights, carriers will additionally transmit data on transfers and baggage parameters. In addition, each trip on all modes of transport will have its own unique code.

As now, passengers’ personal phone numbers and email addresses, logins and hash values of passwords for passengers’ personal accounts, IP addresses and port numbers from which information was transmitted during ticket processing, as well as information about bank cards and accounts used for purchases (for example, the last four digits of the card or account) will continue to be transmitted to automated databases.
As Meduza reports , access to these databases is granted, in particular, to the Ministry of Internal Affairs and the FSB.
According to experts interviewed by Verstka, the updated order will be used by law enforcement officers for operational and investigative measures, as well as within the framework of anti-terrorist measures of the FSB, in particular during requests to search for specific individuals. Obtaining information about the movement of citizens will become more convenient and less expensive.
