In less than a month of July, Russian shelling destroyed more than 1.5 million copies of books in Ukraine and caused significant damage to printing and publishing houses. The government announced a number of programs to support the industry, as well as grants and compensation for the restoration of damaged enterprises.
This was announced by the Minister of Culture, Tetyana Berezhna.

Which publishers were affected in July?
In particular, the printing house “CONVI PLUS”, the publishing houses “Knygolav” and Mison.publishing suffered significant damage.
At “CONVI PLUS”, about 5 thousand m² of production and warehouse premises were completely destroyed, more than 2 thousand m² were significantly damaged, and printing equipment was also destroyed and damaged.
More than 600,000 finished books and textbooks from many Ukrainian publishing houses were burned, as well as about 350,000 copies that were in production. The preliminary amount of losses to finished products, raw materials, and publications in production is about UAH 110 million.
About 200 thousand books were destroyed in the warehouse of “Knygolav”. The publishing house’s previous losses were about 20 million UAH. The publishing house “Mison”, founded in late 2025, lost the entire circulation of its first book, office space and special equipment.
State support mechanisms
Minister Berezhna announced the following mechanisms of state support for the publishing industry:
- printing houses can receive grants of up to 16 million hryvnias to restore equipment damaged or destroyed as a result of Russian aggression;
- the war risk insurance program provides up to 30 million hryvnias in compensation for damaged property;
- The “eBook” program will be expanded, subsidies for bookstores will be launched with compensation for the costs of renting premises and an updated program for replenishing the funds of public libraries;
- The Ministry of Economy is currently advising affected publishing houses and printing houses on possible support.
We will remind you that after large-scale Russian attacks on printing houses, publishing houses, and book warehouses, the head of the Ukrainian Book Institute, Oleksandra Koval, called on the government to urgently allocate UAH 150–200 million for the restoration of about a million destroyed books.
