Russia and China Develop Joint Plan to Counter Starlink; It Involves Physical Destruction of Satellites

Russia and China have developed a joint plan to counter the U.S. Starlink satellite communications constellation.

This was reported by The Insider as part of a joint investigation with Der Spiegel and Le Monde.

Journalists obtained documents related to Russian-Chinese military cooperation. Among them are four presentations delivered in November 2023 at the Third Sino-Russian Forum on Military-Technical Cooperation in Guangzhou.

This forum is a regular bilateral meeting platform, the existence of which had not been publicly disclosed. In addition, the investigators obtained a bilateral working protocol summarizing the results of negotiations that took place in Moscow in June 2023.

The documents cover five areas of military cooperation: space weapons and satellite-killing capabilities, integrated air and missile defense systems, autonomous loitering munitions operating in swarms, next-generation armored combat vehicles, and military aviation.

According to the documents, the Chinese side proposed a set of measures to its Russian partners to counter Starlink satellites — ranging from legal and bureaucratic mechanisms to their physical destruction.

In the Chinese city of Guangzhou, engineers from the country’s leading space and defense enterprises gathered for a private meeting. One of the key topics was a discussion of ways to neutralize the Starlink system.

The documents from the Third Sino-Russian Forum on Military-Technical Cooperation include a separate presentation dedicated to countering Starlink. Although the document is written in both Chinese and Russian, numerous errors in the Russian text indicate that it was prepared by the Chinese side.

The presentation was delivered by two researchers from the China Aerospace Science and Technology Corporation (CASC) — Huang Hui and Ren Jie.

CASC is China’s primary state-owned contractor in the space sector. The document is classified as “for internal use only,” which is one level higher than materials available for public review.

The first phase of countering Starlink involves joint Russian-Chinese legal and diplomatic pressure.

The main argument is that the system allegedly increases the risk of satellite collisions due to their high concentration in low Earth orbit. To this end, the proposal calls for forming an international coalition that would seek regulatory restrictions on the further expansion of the Starlink network. The second phase involves China and Russia jointly submitting applications for the frequency bands and orbital positions necessary for Starlink’s further deployment.

Thus, by leveraging their influence within international regulatory bodies, Beijing and Moscow plan to hinder the system’s future development. The document explicitly characterizes this step as a coordinated military countermeasure directed against Elon Musk’s company.

In addition to the battle for the radio frequency spectrum, the researchers propose creating a joint electronic countermeasures system that would include “power suppression and adaptive interference.” Its goal is to selectively block Starlink communications in specific geographic areas.

CASC researchers also propose developing “low-cost countermeasures” based on the “one-against-many” principle to destroy Starlink satellites in orbit.

According to the authors of the concept, if the resilience of a satellite constellation is ensured by its sheer number, then the response should be a weapon cheap enough to destroy satellites faster than SpaceX can launch new ones.

In addition, the conference discussed the exchange of Russian combat experience for Chinese technology, as well as the joint development of integrated air and missile defense systems.

Earlier, on July 2, it was reported that Chinese President Xi Jinping outlined his vision for China’s future, which calls for strengthening military power, expanding international influence, and shaping a new architecture of the world order.
