The Kremlin categorically rejects any proposals for a ceasefire with Ukraine, including initiatives related to an energy truce or holding elections. The Russian top leadership
is counting solely on a complete victory and has no intention of making compromises.
Senior Russian officials have publicly confirmed that as of October 12, no ceasefire agreements exist, according to an analysis by the Institute for the Study of War.
The Kremlin is categorically against the truce
Russian Foreign Minister Sergei Lavrov said that Volodymyr Zelensky is trying to achieve a break to rebuild the Ukrainian army, adding that Kyiv does not “deserve a break.” Therefore, Moscow has rejected any initiatives that would allow Kyiv to hold legitimate elections.
In turn, Kremlin spokesman Dmitry Peskov rejected the proposal for a 60-day ceasefire. Instead, Peskov cynically declared Putin’s readiness to “suspend strikes for one day,” which is in fact an absurd proposal and an undisguised refusal to engage in real dialogue.
Energy strikes and rejection of Trump’s proposals
Practical confirmation of Moscow’s position was another strike on Ukrainian energy infrastructure on the night of October 12. These actions demonstrated that Russia rejects the ceasefire terms proposed by US President Donald Trump.
The Kremlin traditionally blocks any compromises that do not give Russia unilateral advantages. Experts are convinced that Moscow will continue to attack the Ukrainian energy system on the eve of the winter period, trying to use the cold as a pressure factor.
Strategic goals of the Russian Federation
Russian officials and military analysts are openly voicing the reason for the rejection of the energy truce. Representative of the State Duma Defense Committee Alexei Zhuravlev and a number of military bloggers have directly stated that the cessation of strikes on Ukrainian power plants would deprive Russia of one of the main levers of pressure built up during the prolonged attacks.
The Russian Federation also admits that strikes on energy bring them a much greater effect than attacks on airfields or factories. According to ISW, such statements and public discussions clearly reflect the Kremlin’s real plans, namely that Moscow expects only a complete victory over Ukraine and categorically does not intend to make concessions.
