The authorities of the Novosibirsk, Belgorod, Kemerovo, Tyumen, Vologda, and Penza regions, as well as the Khanty-Mansi Autonomous Okrug, have announced fuel sales limits. Governors and regional cabinets have announced these restrictions. Lukoil stations in the Vologda region have imposed limits of no more than 30 liters of gasoline and 60 liters of diesel fuel per vehicle, while highways are limited to 200 liters of diesel fuel. Rosneft stations in the Belgorod region have banned the sale of gasoline in canisters, Lukoil stations have imposed limits of 30 liters of gasoline and 60 liters of diesel fuel, and Gazprom Neft stations are not selling AI-95 gasoline.
In the Tyumen region, Gazpromneft gas stations have a limit of 40 liters of gasoline and 80 liters of diesel fuel (on highways, up to 40 liters of gasoline and up to 200 liters of diesel fuel per tank), and refueling in canisters is prohibited. In the Penza region, the limit is up to 100 liters of gasoline and 200 liters of diesel fuel per tank. In Kuzbass, Khanty-Mansi Autonomous Okrug, and Novosibirsk Oblast, authorities have not specified the limits and urged residents not to create a rush.
The day before, on June 22, authorities in the Omsk, Irkutsk, Saratov, Voronezh, Amur, and Tambov regions announced limits. The restrictions are being introduced amid the fuel crisis caused by Ukrainian drone strikes on oil refineries. According to Energy Intelligence, in early June, oil refining volumes in Russia fell below 4 million barrels per day—a 21-year low—while almost a third of refinery capacity (2.14 million barrels per day) remained idle.
