The Park Pobedy metro station in St. Petersburg, currently closed for renovation, will feature new design elements: the floor of the upper vestibule will feature images of Wehrmacht military units’ chevrons, according to St. Petersburg Governor Alexander Beglov. He explained that the floor will be made of corrugated metal plates incorporating melted-down armor from German military vehicles recovered from battlefields near Leningrad. “Individual slabs will feature images of Wehrmacht military units’ chevrons. They will be integrated into the floor pattern before and after the turnstiles, so that both entering and exiting passengers will step on them,” the governor explained to TASS.
The station will also feature other military-themed elements. The above-ground pavilion will feature a memorial panel with information about the Great Patriotic War, the Battle of Leningrad, and the Siege of Leningrad. The upper tier of the hall will be decorated with a mosaic depicting the Leningrad Victory Parade and the inscription “No one is forgotten, nothing is forgotten.” The lower vestibule will feature medallions with bas-reliefs of military leaders and a panel with a historical photograph of troops of the Leningrad Front marching through the Victory Arch.
According to Russian law, the public display of Nazi symbols is punishable by a fine of up to 2,000 rubles, arrest for up to 15 days, or mandatory labor for up to 100 hours ( Article 20.3 of the Code of Administrative Offenses of the Russian Federation). Repeated violations are subject to criminal liability under Article 282.4 of the Criminal Code. The law, however, makes an exception for cases where the symbols are used not for propaganda, but in a historical or artistic context. A court may decide whether a particular case constitutes propaganda or a display for another purpose.
