On September 21, Kremlin dictator Vladimir Putin signed a decree placing a profitable Russian enterprise of an American concern under the temporary management of a company headed by Kadyrov’s nephew, according to Russian media.
The company in question is Aptar Vladimir LLC, which produces plastic lids, caps, and dispensers. According to the document, 100% of the company’s shares, previously owned by Aptar Europe Holding, have been placed under temporary management. This company is part of the American concern AptarGroup, which produces packaging and dispensing systems for pharmaceuticals, cosmetics, and consumer goods.

The plant’s management was entrusted to JSC H&N, which operates under the brand name “Logika Moloka.” Its CEO since 2023 has been Yakub Zakriev, the nephew of Chechen leader Ramzan Kadyrov. According to Russian media, this company was previously linked to the Russian business of French company Danone. When that business came under temporary management, Zakriev also took over its leadership.
The plant is not unprofitable. According to Russian financial statements, its revenue in 2025 was approximately 1.75 billion rubles. Net profit for the same year was 537 million rubles—approximately $6.4 million.
Russia has been using a temporary management scheme for foreign assets since 2023. According to available information, the owner formally remains the owner, but a government-appointed manager gains control over the company’s operations. This has already happened with the assets of Danone, Carlsberg, and other foreign companies.
