Putin lacks money for war: Russian authorities sharply reduce support for small and medium-sized businesses

In the first half of 2025, the coverage of state support for small and medium-sized businesses in Russia narrowed noticeably – only 211.7 thousand SMEs and self-employed people received assistance, which is 21.5% less than last year.

The total amount of such support decreased to 165 billion rubles, or 39%, compared to the first half of 2024, the average “check” fell from 1 million to 0.8 million rubles, and the share of recipients among all SMEs and self-employed people fell from 1.7% to 1%, The Moscow Times reports .

Excluding the self-employed, the number of supported individual entrepreneurs decreased by 22%, and companies by 33%.

At the same time, the financial burden on the sector is growing, as overdue SME debt has already increased by 20% in the first five months, to RUB 766 billion, and its share in SME debt has grown from 4.4% to 4.9%.

As reported, the Russian federal budget revenues from oil and gas in July 2025 amounted to 787.3 billion rubles, which is 28% less than last year. According to the Russian Ministry of Finance, the federal budget’s oil and gas revenues have lagged behind last year’s for the third month in a row .

  1. Konstantin showed a clip of Putin talking yesterday to all the ministers responsible for the economy, plus the head of the central bank. Putler was telling them how great the economy was doing, not one of them could look at him. They all looked like they were getting ready for a funeral.
