CIA Director John Ratcliffe just flew into Moscow to deliver a warning to Russia’s foreign intelligence chief: don’t test NATO. It’s the first visit to Moscow by a serving CIA director since William Burns went in November 2021, three months before the full-scale invasion — and Putin ignored that warning too.

I break down why American intelligence believes Russia may be considering a limited incursion of NATO’s Baltic flank this fall, why sending the CIA director in person carries a different weight than a phone call, and what to actually watch for next.
