On the night of September 25, Russia again found itself under attack by the Defense Forces: explosions were heard in three Russian cities at once – Ulyanovsk, Voronezh, and Perm. In the first of them, the Iskra plant, part of the large Russian defense holding Almaz-Antey, was attacked, and in the second, the Voronezhsintezkauchuk enterprise was attacked.
In Perm, an oil refinery was hit: smoke rose into the sky near the plant. Details and footage from the scene were collected by the Telegram channel Exilenova+.
Attack on Ulyanovsk
This night, a plant important to the Russian defense-industrial complex was attacked in Ulyanovsk .
“Ulyanovsk, locals write that the Iskra plant is under attack ,” Exilenova+ noted.
The channel’s authors added that JSC “NPP “Zavod Iskra” in Ulyanovsk produces electronic components for radio-electronic equipment, computing equipment and communications equipment. The enterprise is part of the Almaz-Antey concern – a large Russian state holding of the Russian defense-industrial complex, which specializes in the development and production of weapons for anti-aircraft (APA) and anti-missile defense (AMD).
“As part of cooperation on the production of Kh-59M2/M2A guided missiles, the plant supplies 3OT127A transistor pairs to Yaroslavl Radio Plant JSC. They are used in the manufacture of SB-1AM television transmitters, which are part of the T1A-02 equipment,” Exilenova+ added.
Attack on Perm
Also on the night of September 25, explosions were heard in Perm, or more precisely, in the area of the refinery located in the city.
“Perm is also reporting an attack on the Perm Refinery (PNOS), ” Exilenova+ reported .
After the explosions, a fire broke out at the plant . Russians observed smoke and flames in the area of the plant.
OSINT analysts believe that an AVT-5 installation is on fire at the Perm air defense system.
“Lukoil-Permnefteorgsintez” (Perm Oil Refinery) is one of the largest refineries in Russia: the design capacity of oil refining is 13.1 million tons per year, liquid hydrocarbon processing – 1.7 million tons per year, oil gas processing is 1.46 billion m³ per year . It belongs to “Lukoil-Permnefteorgsintez” (PNOS), which is part of JSC “Lukoil”.

In particular, during the attack on April 30, 2026, a vacuum column at the primary oil refining unit (AVT-4) was on fire, and the fire later spread to the atmospheric distillation column.
On May 7, an isomerization unit used to increase the octane number of gasoline caught fire, and two tanks were also on fire at the AVT-2 primary oil refining unit.
On May 8, the ELOU-AVT-5 primary processing unit was hit. After that, the plant completely stopped working.
On July 29, 2026, an attack likely damaged the AVT-5 primary processing plant. The plant ceased operations on August 21.
On the night of August 20-21, Ukrainian forces attacked the refinery again. OSINT analysis of video footage indicated possible damage to the AVT-2 primary distillation unit. After the attack, some of the technological equipment was reported to have stopped working.
Attack on Voronezh
In Voronezh, a fire broke out at a large petrochemical plant after an attack by the Defense Forces.

Voronezhsintezkauchuk is a large Russian manufacturer of thermoplastics and synthetic rubbers. It belongs to the largest petrochemical holding in the Russian Federation, Sibur.
The factory that was attacked produces products for many industries. Rubber is widely used in the production of rubber for automobile, aircraft and bicycle tires, as well as rubber products.
Total production capacity: 226 thousand tons/year – synthetic rubbers; 135 thousand tons/year – thermoplastic elastomers (SBS and DST).
Throughout its history, the company has produced 14 million tons of rubber and 1.2 million tons of thermoplastics.
As OBOZ.UA reported, on September 23, a fire broke out in the industrial zone of the Kuibyshev Oil Refinery.
And the day before, a refinery was hit in Samara, Russia.
