From May to September, Russian oil companies were unable to fulfill about 60% of gasoline supply contracts concluded on the St. Petersburg Stock Exchange, Kommersant writes .

According to the publication, Russian oil companies have fulfilled on average only 41% of gasoline supply contracts concluded on the St. Petersburg Exchange. About 20% of deals have ended in default or have been canceled, and 39% of contracts remain unfulfilled. In 24% of cases, the delay in fuel shipments has already exceeded the established norm of 30 days.
The largest number of unfulfilled obligations falls on Lukoil and Rosneft – 46% and 28%, respectively. More than half of Rosneft’s overdue contracts have not been fulfilled for more than a month. At Lukoil, the share of such agreements is almost a third.
According to a Kommersant source, delays in shipments to Rosneft and Lukoil may be due to the fact that it was their oil refineries that suffered the largest number of Ukrainian attacks.
Previously, Rosneft CEO Igor Sechin said that the company continues to supply the domestic market with fuel.
The companies primarily fulfilled government orders. In particular, they sent fuel to defense and industrial enterprises, the agricultural sector, and municipalities. A Kommersant source emphasizes that this priority of supplies was approved by the government.
Oil company gas stations are almost at the bottom of the priority list. Experts advise retail market representatives who are unhappy with the situation to import fuel themselves or organize its production by mixing components.
Experts believe that the risks of non-fulfillment of exchange contracts have increased against the backdrop of the shutdown of some oil refining capacities. According to Rosstat, in May, oil product production in the Russian Federation decreased by 13.5% year-on-year. In June, the decline intensified to 21.7%, and in July, production volumes were 19.3% lower than a year earlier.
