Luxury combat boots and tactical jackets: Odessa City Hall wants to outfit parking inspectors in a luxurious way.

The mayor’s department of transportation has begun a large-scale purchase of tactical (or rather, talcical) uniforms for parking inspectors.

As reported by a Dumskaya correspondent, the agency is holding eight tenders to select suppliers of workwear.

The total estimated cost of the items is approximately 1.5 million hryvnias. The inspectors will be outfitted with 88 pairs of high-end sneakers, 44 pairs of mid-season boots, the same number of jackets, summer and mid-season fleeces, summer and mid-season pants, T-shirts, and polo shirts. They will also need 75 power banks, 44 Camotec COB Sling Black bags, and 88 caps with the Odessa City Council badge. Apparently, the plan is to outfit 88 inspectors in total, but half of them already have some items.

The tenders for the power banks, bags, and caps have already been completed. The batteries will be sold to the city by a certain Irina Bocharova, and the rest by Artur Patsula. Both entrepreneurs are from Mykolaiv.

The footwear competition is still in the bidding stage; the auction will take place on December 8th. There was one bid for the demi-season jackets, from Spetsodyag Trading House LLC, but it was rejected. The company claimed to be the manufacturer of the product (Camotec Stalker SoftShell black jackets), but failed to provide a licensing agreement with the brand owner.

Ukrainian Cossacks LLC wants to sell the fleeces and pants; the company is currently awaiting the customer’s decision. The winner of the tender for the T-shirts and polo shirts was individual entrepreneur Andriy Eremchuk, but the contract has not yet been signed.

It should be noted that they intend to outfit the parking inspectors in style. Officials have specified specific brands and makes for each lot (albeit with the caveat “or equivalent”). For example, they don’t want just any sneakers, but Camotec Patrol 2.0 black, priced at 3,259 UAH per pair. The sneakers are made of genuine suede, produced using a fat-tanning method, with wear-resistant mesh inserts, thermoplastic soles, and EVA insoles with antifungal properties. By comparison, the tactical sneakers purchased by the state for the military cost 1,600-1,700 UAH.

The same goes for boots—not the plebeian “talents” that cost 1,500-1,800 UAH, like the ones worn by the defenders of Pokrovsk, but the trekking Terra Comfort Black boots from In-Tactic, which cost 3,000 UAH a pair. They feature genuine Crazy Horse leather, dense 3D polyamide mesh, breathable lining, thermoplastic rubber sole, and reinforced lacing system.

The Camotec Stalker SoftShell black jacket is made from original SoftShell fabric with a non-porous membrane consisting of three layers: microfleece for warmth; a membrane that protects against wind and moisture; and elastic polyester with a water-resistant coating that protects against dust, dirt, and moisture.

This is the second attempt by Volodymyr Khitrenko’s department to purchase expensive uniforms for parking inspectors. The first was in May of last year , when they planned to spend 2.6 million hryvnias. However, the tender was brought to the attention of Dumskaya, which contacted the department asking for an explanation of the need for the purchase. The tender was immediately cancelled.
