Hungary has made it clear that it will not block Ukraine’s application for membership in the European Union , Politico reports , citing four diplomats.

One of the diplomats shared that EU ambassadors will finalize their position on opening the first cluster for Ukraine and Moldova by the end of this week after Ukraine presents its plans for internal reforms and resolves the issue of national minorities.

According to the publication’s interlocutors, the opening of the first negotiating cluster is tentatively scheduled for an intergovernmental conference in Luxembourg on June 15.

“Negotiations are ongoing. No agreement has been reached,” he said.

One of the diplomats told reporters that during the June 1 meeting, the Ukrainian side assured European partners that it could soon resolve most of the issues outlined in the 11-point plan, originally prepared under the government of former Hungarian Prime Minister Viktor Orban.

Not all of Hungary’s demands can be met immediately, but the diplomat added that Budapest’s approval does not depend on the adoption of new legislation in Ukraine.

One source noted that negotiations on Ukraine’s EU membership intensified after Hungarian Prime Minister Peter Magyar visited Brussels and met with senior EU officials to discuss how to unblock €16.4 billion in frozen EU funds.

The publication recalled that the opening of negotiation clusters requires unanimous approval by all 27 EU member states. Any country can block the process at any stage by opposing it.

EU discusses possibility of depriving new member states of veto power

The Guardian previously wrote that the European Commission and member states are considering a mechanism under which new EU members would not have the automatic right to block decisions in the areas of foreign policy, sanctions, or taxes during the first years.

Diplomats in Brussels call such a mechanism a “creative approach” to EU enlargement, which should avoid paralysis of the Union’s work after the possible accession of new countries. At the same time, European officials themselves admit that this model is legally complex and could provoke discussions about the equality of membership.
