For about three years, a Ukrainian woman has been illegally kept in a pre-trial detention center in the temporarily occupied Donetsk . This was reported by the Ombudsman Lyudmila Denisova.
According to her, the woman disappeared on July 22, 2019 in Donetsk. Svetlana Dovgal went to Kiev in search of work, but then returned home – she worked as an administrator in one of the hotels. The woman is accused of “spying for Ukraine” in a fabricated case.
“Almost all the time, representatives of the occupation administration kept Svetlana Dovgal in the infamous Izolyatsia prison. As the former Ukrainian hostages said, they saw her there in bruises after interrogations. Knocking out “confessions”, the woman was abused: beaten, tortured with electric current, kept in the basement,” writes the Ombudsman.
After suffering torture, the woman’s chronic diseases caused by diabetes mellitus worsened. Due to a thyroid disease, Svetlana needs constant medication, but she is not provided with medical assistance. In addition, the medicine that her mother is trying to give her does not get to the captive.
According to Lyudmila Denisova, such actions against a citizen of Ukraine are violations not only of Ukrainian legislation, but also of international law, including the Geneva Conventions of 1949 on the rules of warfare, Additional Protocols to the Geneva Conventions of 1977 and the European Convention on the Protection of Human Rights and fundamental human freedoms in 1950.
“I appeal to the leadership of the ICRC in Ukraine to urgently visit Svetlana Dovgal, facilitate her immediate hospitalization and provide qualified medical care. I ask the OSCE coordinator in the humanitarian subgroup of the Trilateral Contact Group, Charlotte Relander, to personally intervene to provide appropriate assistance,” the Ombudsman urges.
