France just licensed Ukraine to manufacture SCALP cruise missiles, AASM guided munitions, and Aster 30 interceptors on Ukrainian soil; the first time Paris has handed over production rights instead of just drawing down its own stockpiles. Sixteen Rafale fighters are coming too, but the license, not the jets, is what should worry Russia. France is also backing Ukraine’s Freya interceptor missile program.

You can delay a shipment. You can’t un-teach a country how to build its own weapons.
