European Parliament will vote on resolution establishing tribunal for Putin

On Thursday 30 April, the European Parliament is set to adopt a resolution at a plenary session in Strasbourg which, among other things, will call for the swift establishment of a special tribunal on the crime of aggression against Ukraine. The vote will take place from 13:00 to 14:00 Kyiv time.

Details: It is reported that the European Parliament is preparing a resolution that will call for the complete establishment of a special tribunal for Russian leader Vladimir Putin as soon as possible.

The draft resolution, titled On ensuring accountability and justice in response to Russia’s continued attacks against the civilian population in Ukraine, the text of which has been obtained by European Pravda, emphasises that the European Parliament “supports the signature by the EU of the Enlarged Partial Agreement on the Special Tribunal for the Crime of Aggression against Ukraine with a view to the EU becoming a full member of its management committee”.

The European Parliament also intends to call on all EU Member States to join this agreement.

In addition, Members of the European Parliament plan to welcome the Netherlands’ commitment to host the initial phase of the special tribunal and will call for intensified efforts to finalise the proposal for hosting the second phase.

“The European Parliament calls for the EU and its Member States to continue supporting the establishment of the Special Tribunal for the Crime of Aggression against Ukraine and to bring it into operation as soon as possible,” the resolution says.

The European Parliament also urges the Commission to “ensure sustained funding for the International Centre for the Prosecution of the Crime of Aggression against Ukraine beyond December 2026 and to guarantee that the evidence gathered is fully transferable to the future Special Tribunal”.

“The European Parliament stresses that accountability must extend to all those in a position to control or direct the crime of aggression, including the highest political and military leadership […] such accountability should also cover judges of the Constitutional Court of the Russian Federation and members of the State Duma, whose decisions authorised the annexation of Ukrainian territories,” the resolution says.
