EU Envoys Approve €90 Billion Ukraine Loan, 20th Russia Sanctions Package

The decision is expected to be finalized within a day, paving the way for major financial support and new measures against Moscow.

Ambassadors of European Union member states have approved a €90 billion financial support package for Ukraine alongside a 20th round of sanctions against Russia, Radio Free Europe/Radio Liberty reported on Wednesday, April 22.

According to the report, the EU has launched a formal written procedure to finalize the decision, which is expected to be completed in the second half of Thursday.

The package is seen as a key step in securing Ukraine’s financing needs and maintaining pressure on Moscow amid the ongoing war.

Funding timeline and gaps

The European Union expects to deliver the first tranche of the €90 billion loan to Ukraine by late May or early June 2026, European Economy Commissioner Valdis Dombrovskis said on Tuesday.

The funding is set to cover roughly two-thirds of Ukraine’s external financing needs for 2026-2027, though uncertainty remains over the remaining share required for 2027.

Ukraine’s Finance Minister Serhii Marchenko said Kyiv is currently drafting its next state budget, including both military and civilian spending, while seeking additional support from international partners.

EU officials have emphasized that while Ukraine’s financing for 2026 is largely secured, addressing the 2027 funding gap remains a key challenge.

To unlock the funds, Ukraine and the EU are finalizing a memorandum outlining required reforms, while additional contributions are expected from G7 countries, the IMF, and bilateral partners.

Foreign Minister Andrii Sybiha has urged EU states to quickly finalize the package, warning that delays could have immediate consequences.

EU foreign policy chief Kaja Kallas said earlier she expected the decision to be approved this week.
