Residents of annexed Crimea and Sevastopol were prevented from filling up with coupons and fuel cards purchased from local gas station chains TES and ATAN, ForPost reports . The former explained that these individuals and organizations were temporarily unserved due to a directive from the “authorities,” with an exception made only for social and emergency services. “The head of the Republic of Crimea has imposed restrictions that prohibit the sale of gasoline using coupons to either legal entities or individuals,” TES clarified. ATAN, meanwhile, cited a gasoline shortage .
However, TES customers in Crimea are unable to receive refunds for unused coupons. The company stated that, in accordance with the Law on Consumer Protection, goods can be returned within 14 days of purchase. In Sevastopol, TES coupons holders do not face this problem; however, they must complete a feedback form, providing contact information, the volume of fuel, and attaching a receipt. The company also assured that their coupons have no expiration date, so they can be used after the restrictions are lifted. Holders of ATAN cards and coupons are encouraged to return them or exchange them for new ones after their expiration date.
Fuel sales restrictions in Crimea began in late May due to Ukrainian strikes on supply routes and Russian oil facilities. Limits are in effect on the peninsula , generally 20 liters per tank. In Sevastopol, gasoline can be purchased primarily through a QR code system; in Crimea, open sales are only available at select gas stations.
Due to the severe shortage on the peninsula, fuel prices have skyrocketed. According to Rosstat data as of July 20, a liter of AI-95 gasoline in Crimea and Sevastopol cost almost 236 and 221 rubles, respectively, while diesel fuel cost 220 and 214 rubles. On the black market, gasoline is selling for even more, reaching up to 400 rubles per liter, Kommersant reported.
On July 9, Russian President Vladimir Putin instructed the government to develop measures to subsidize fuel supplies to Crimea. Aksyonov proposed compensating carriers by approximately 85 rubles per liter. Putin also announced a fuel supply system for Crimea that “will be very difficult for Ukraine to access.” He did not specify when or how this would be implemented.
