Russian employers may be allowed to employ teenagers aged 14 to 18 on weekends and non-working days during the summer holidays.

A mandatory condition for employing teenagers will be the written consent of the employee himself, if he has reached the age of 15, as well as the written consent of one of the parents, if he is 14.

Orphans will need to issue their own consent and the consent of the guardianship authority.

A corresponding initiative was developed in the State Duma of the Russian Federation, The Moscow Times reports .

“If this bill is adopted, the reduced working hours for minors established by labor legislation will be preserved. For employees aged 14 to 15, it will be no more than four hours per day, from 15 to 16 years old – no more than five hours, and from 16 to 18 years old – no more than seven hours,” the explanatory note to the bill says.

If the Russian State Duma approves the initiative, it will come into force on September 1 of this year .

Rostrud previously noted that minors can independently conclude an employment contract after reaching the age of 16, and sometimes at a younger age. For example, 14-year-olds can be involved in light work, but without harm to their health, if one of their parents and guardians give written consent to this. The work should not interfere with the mastering of the school curriculum. 

It was previously reported that in Russia, amid a shortage of workers, the number of working teenagers has increased sharply . Thus, according to the results of 2023, the number of employed Russians aged 15-17 was 86.7 thousand, which is 40% more than a year earlier.

Previously, it was reported that the demand for labor from minors has increased sharply in Russia – for example, from January to June of this year, companies sent more than 3 million job invitations to young people aged 14 to 18, which is 28% more than in the same period in 2023.
