The “peace memorandum” that Russia handed to Ukraine in Istanbul on June 2 sets out Moscow’s conditions for a ceasefire and peace agreement. The Kremlin’s position remains essentially unchanged.

This is reported by the Axios publication  , citing sources,  Censor.NET reports .

In particular, as noted, among Russia’s demands is the withdrawal of Ukrainian troops from the regions of Ukraine claimed by the Russian Federation.

“Russia’s position, as set out in the ‘peace memorandum’, remains ‘as it was’ and includes demands that Ukraine withdraw its troops from regions that Russia considers its own,” a Ukrainian official told the publication.

The Ukrainian official did not specify specific names, but it is likely that the regions in question are Kherson, Zaporizhia, Donetsk, and Luhansk.

In addition, the Russians offered to return 10 children taken from Ukraine by July 10.

Recall that on June 2, 2025, negotiations between Ukraine and Russia took place in Istanbul. They lasted more than an hour .

Minister of Defense and head of the Ukrainian delegation in Istanbul Rustem Umerov reported that during the second round of negotiations in Istanbul on June 2, Ukraine and Russia agreed on new prisoner exchanges in the “all-for-all” format in the following categories: seriously wounded and seriously ill, and young people aged 18 to 25.

The head of the Russian delegation at the negotiations in Istanbul, Vladimir Medinsky, stated that Russia had offered Ukraine a “specific ceasefire” for 2-3 days on certain sections of the front.
