Hungary demands that Ukraine recognize the entire territory of Transcarpathia as “traditionally Hungarian”.
European Truth publishes Budapest’s demands for the protection of the rights of national minorities, transferred to Kyiv back in January. According to journalists, the main and most controversial point was the determination of places with a special level of guarantee of the rights of Hungarians.
In Ukrainian legislation, such places are settlements “with a significant number” of minority representatives (from 15%) and with “traditional” minority residence (from 10% over the last 100 years).
However, Hungary wants Ukraine to recognize all settlements in Transcarpathia as “traditionally Hungarian,” including those where Hungarians did not live. They are guided by the 2001 census, but since then the number of Hungarians living in Transcarpathia has almost halved, journalists note.
Budapest also wants Ukraine to abolish the 10% norm, which will make it possible to recognize as “Hungarian territory” places where representatives of a national minority have ever lived. They demand that this process be made automatic.
