An international commission that will consider claims for compensation for damages caused by Russia’s war against Ukraine will be based in The Hague , Foreign Minister David van Weel announced on Tuesday during a visit by Ukrainian President Volodymyr Zelensky to the House of Representatives, NRC reports .
It is noted that in Ukraine, claims can be filed by individuals, organizations and state institutions. The commission will determine the amount of compensation, which will be paid from a specially created fund. According to the Secretary General of the Council of Europe, Alain Berset, 86,000 claims have already been filed.
Van Weel expects Russia to pay the claims if clear agreements are reached during peace talks. But, according to the minister, there is no such guarantee.
He also does not rule out that Russia may be unhappy with the creation of the commission. Therefore, he called this decision one that poses a “limited security threat.”
Damage from the war with Russia
As UNIAN reported, Ukraine will demand almost $44 billion from Russia in compensation for damages due to climate warming caused by increased emissions during hostilities.
Deputy Minister of Economy, Environment and Agriculture of Ukraine Pavlo Kartashov noted that such a step could be the first time in history that a country has demanded compensation for increased atmospheric emissions, including from fossil fuels, cement and steel used in war, as well as from the destruction of trees due to fires.
