The US Treasury Department has extended a special permit allowing the Russian Lukoil gas station chain  to continue operating outside of Russia despite existing sanctions, according to the US Treasury Department’s website .

“The U.S. Treasury Department’s Office of Foreign Assets Control is issuing Russia-related General License 128D, “Authorization for Certain Transactions Involving Lukoil Retail Gasoline Stations Located Outside Russia,” and Russia-related General License 130B, “Authorization for Transactions Involving Certain Lukoil Entities in Bulgaria,” the statement said.

This is a limited waiver of sanctions imposed in 2025 on Russia’s largest oil companies. The special permit applies to approximately 2,000 gas stations in Europe, Central Asia, the Middle East, and the United States. The permit has currently been extended until April 24, 2027.

Washington imposed sanctions against Lukoil and Rosneft to limit Russia’s revenues, which it could use to finance its war against Ukraine. At the same time, a complete shutdown of Russian gas stations could disrupt fuel markets, so the US allowed these companies to continue operating within certain limits.
