Today, one of the largest packages under the PURL (Priority Demands List) initiative was announced.

During a new meeting of the Contact Group on Ukraine’s Defense ( the “Rammstein” format ) at NATO Headquarters, a series of support packages totaling approximately $4 billion were announced. According to a UNIAN correspondent, Ukrainian Defense Minister Mykhailo Fedorov announced this at a briefing .

One billion in aid through PURL

The defense minister noted that today’s meeting was held under the slogan “Window of Opportunity,” as Ukraine has managed to “achieve results in many areas of the war.” Specifically, he said, many partners confirmed that they see this “window of opportunity” and are ready to increase assistance to Ukraine.

“Today, perhaps one of the largest aid packages for PURL was announced. It’s $1 billion. Also announced today was an aid package for long-range artillery, meaning long-range artillery with a range of over 30 kilometers,” Fedorov said.

The minister also reported that statements were made today about support for Ukrainian drones and missiles.

“The Netherlands alone announced assistance today in the form of cruise missiles – around 700 cruise missiles,” Fedorov said.

The total volume of military aid already reaches 4 billion dollars.

He added that the total figures for the new aid are still being calculated before the final amount is determined.

“We already see that it’s approximately $4 billion. It could be more. Because some countries have launched programs they announced earlier. We’re not taking into account all of these previous announcements,” Fedorov said.

Three key priorities

As Fedorov reported, today’s Rammstein differs from previous ones in that “quality and focus have appeared.”

“We have three key priorities. These are the anti-ballistic missile program, the air defense program, long-range artillery, and our drones. Ukrainian-made drones, which today help us stop the enemy, conduct Middle Strike operations, and strike enemy territory,” Fedorov added.

Help from Germany

Meanwhile, German Defense Minister Boris Pistorius announced that Ukraine has received another Iris-T system, and recently, deliveries of Iris-T SLS and SLM guided missiles have been accelerated. A “three-digit number” of air-to-air missiles will also be delivered from German stockpiles.

“And we’ve agreed to allocate $200 million for the purchase of additional PAC-3 guided missiles (for Patriot systems) under the JUMPSTART program. This means we’ll co-finance the first tranche of delivery. We want to take the lead and attract other supporters,” Pistorius said.

Germany also continues to support the PURL programme.

“We will allocate another $200 million for this. And we will continue our regular deliveries of drones and long-range munitions,” Pistorius said.

Military aid to Ukraine

As UNIAN reported, US Defense Secretary Pete Hegseth is convinced that the PURL initiative, through which European allies purchase weapons from the US for Ukraine, is beneficial to Ukrainian defense .

In May 2026, NATO Secretary General Mark Rutte stated that only 6–7 European countries were allocating the largest funds for the purchase of American weapons for Ukraine , so this financial burden needed to be distributed more evenly.
