The head of the Presidential Council for Human Rights (HRC) Valery Fadeyev called for the return of universal conscription to the army, because “the world is in a state of long war.” He said this in his report “On the Image of the Future” at a legal forum at Belgorod State University.

“I think we need to return to a truly universal draft. Right now, a third or even a quarter of our young people go through the army. I am not calling for a mobilization and sending young people to the front, understand me correctly. That is not what we are talking about. I think that every young person, regardless of their health, if they are unwell, let them serve in the kitchen, all young people should go through the army, because the world is in a state of a long war,” Fadeyev said .

According to Fadeyev, many young people who left Russia after the announcement of “partial” mobilization graduated from good universities, but “did not receive a decent education, because they do not understand how the world and life in this world work.”

Fadeyev also cited defense spending figures, noting that they currently make up about 8% of GDP, previously it was 3% of GDP, and in the USSR it reached 13% of GDP. “Some will say: you want guns instead of butter. No, if there are no guns, there will be no butter. My position is very simple: we need to spend as much on defense as is necessary for our security,” the head of the Human Rights Council added.
