Zelenskyy to sign agreement on creation of Special Tribunal for Putin and Russia tomorrow

The Committee of Ministers has already completed work on the legal texts that underpin the Special Tribunal.

Ukrainian President Volodymyr Zelensky and Council of Europe Secretary General Alain Berset are set to sign an agreement to establish a Special Tribunal for Kremlin dictator Vladimir Putin and Russia for crimes against Ukraine, the Council of Europe press service reported .

It is noted that Zelensky and Berset plan to sign the agreement on June 25 in Strasbourg, France.

“Justice for Ukraine will not wait. For the first time, a special international tribunal is being created to try crimes of aggression. Created within the framework of the Council of Europe, this tribunal will hold accountable those who used force in violation of the UN Charter, applying international law without double standards and confirming that Europe’s security will be based not on silence or impunity, but on law, principles and action,” the Secretary General of the Council of Europe said.

The Committee of Ministers has already completed work on the legal texts underlying the Special Tribunal, the Council of Europe press service said. Its establishment was approved at the annual meeting of the Council of Europe’s Foreign Ministers in Luxembourg on 14 May 2025.

The press service shared that the Special Tribunal will be established within the framework of the Council of Europe with the mandate to prosecute top leaders for the crime of aggression against Ukraine. Moreover, the International Criminal Court (ICC) will receive jurisdiction to investigate war crimes, crimes against humanity, and genocide in Ukraine.

The ICC is currently unable to investigate crimes of Russian aggression against Ukraine due to jurisdictional limitations. It is noted that the creation of the Special Tribunal would fill this gap.

Special Tribunal for Putin – important news

Earlier, the head of the permanent delegation of the Verkhovna Rada to the PACE, Maria Mezentseva, said that the Council of Europe supported the creation of a Special Tribunal for Russia’s crimes against Ukraine. She noted that the decision was made in Luxembourg as part of the annual meeting of the Committee of Ministers of the Council of Europe.

In addition, the Coalition of States for the Establishment of the Special Tribunal for the Crime of Aggression against Ukraine expressed strong support for its early commencement . The Foreign Ministers and other representatives of the participating countries of the Coalition of States welcomed “the completion of technical work on draft legal instruments necessary for the establishment of the Special Tribunal for the Crime of Aggression against Ukraine within the framework of the Council of Europe.”
