
On April 14, President Volodymyr Zelenskyy signed a law adopted by the Verkhovna Rada on February 15, 2022, introducing criminal liability for anti-Semitism. This is stated in the message of the Verkhovna Rada on the Telegram channel, the Ukrainian News agency reports.
According to information on the Rada’s website, this law was adopted on February 15, 2022, sent for the President’s signature on February 21, 2022, and returned with the President’s signature on April 14, 2026.
As the Ukrainian News agency earlier reported, on February 15, 2022, the Verkhovna Rada introduced criminal liability in the form of imprisonment for up to 5 years for manifestations of anti-Semitism (draft law No. 5110).
The law provides for amendments to Article 161 of the Criminal Code to establish criminal liability for manifestations of anti-Semitism.
Thus, now manifestations of anti-Semitism are punishable by a fine of 200 to 500 non-taxable minimum incomes (from UAH 3,400 to UAH 8,500) or restriction of liberty for up to 5 years, or imprisonment for up to 3 years with deprivation of the right to hold certain positions or engage in certain activities for up to 3 years.
An anti-Semitic manifestation involving violence, deception, or threats, as well as committed by an official, is punishable by a fine of 500 to 1,000 tax-free minimum incomes (UAH 8,500 to 17,000) or imprisonment for a term of 2 to 5 years with deprivation of the right to hold certain positions or engage in certain activities for up to 3 years.
These actions, committed by an organized group of persons or which have caused grave consequences, are punishable by imprisonment for a term of 5 to 8 years.
