Zelenskyy says Ukraine’s victory plan depends on Biden’s decisions, not Putin’s

Ukraine’s victory plan is strategic, and every part of it hinges on decisions made by U.S. President Joe Biden, not Russian dictator Vladimir Putin, Ukrainian President Volodymyr Zelenskyy said on Sep. 13 at the 20th annual Yalta European Strategy (YES) meeting.

“I’m not sure I can share all the details, as I gave my word to President Biden,” Zelenskyy said. “However, the plan is indeed strategic, and it sits between the peace summits. This plan is about Ukraine and our military. It’s not too long, but I think that’s a good thing. Every point depends on Biden’s decision, not Putin’s. I can’t guarantee 100% that it will stop Putin, but it will certainly make Ukraine stronger.”

What we know about Ukraine’s victory plan

During the Ukraine 2024. Independence forum, Zelenskyy revealed that he plans to present Ukraine’s victory plan to U.S. President Joe Biden in September.

“Kursk region is part of our plan—Ukraine’s Victory Plan. It might sound overly ambitious to some, but for us, it’s an important plan,” Zelenskyy said at a press conference on Aug. 27.

The president also noted that another key element of the plan is securing Ukraine’s place in the world’s strategic security infrastructure.

The third component of the plan involves measures to push Russia toward ending the war through diplomatic efforts.

The fourth element, according to Zelenskyy, is economic.

Zelenskyy stressed that the success of the plan relies heavily on Biden: “The success of this plan depends on whether we get what’s in it, whether we’ll be free to use the resources outlined in the plan.”
