A petition has appeared on the president’s website requesting the creation of a military administration in Odessa due to dissatisfaction with the work of the city authorities, in particular Mayor Gennady Trukhanov.

The author of the petition, Ivan Kazachuk, noted that according to Article 4 of the Law of Ukraine “On the Legal Regime of Martial Law”, the president may create military administrations where local authorities do not fulfill their powers or there is a threat to their work. And according to Article 11 of the same law, such administrations are created by presidential decree, and their heads are appointed in agreement with the General Staff of the Armed Forces of Ukraine.

Given the strategic importance of the city of Odessa as a major transport, port, and logistics center in southern Ukraine, as well as its location in close proximity to areas of combat operations and territories with an increased level of threats, the effective and continuous functioning of the city’s authorities is a matter of national security and defense, the petition states.

The author emphasizes that military administrations have already been created in Berdyansk, Sumy, and the Kherson region. Therefore, Ivan Kazachuk now asks Volodymyr Zelenskyy to consider the issue of establishing an Odessa city military administration to ensure the continuous and effective functioning of government bodies in the city of Odesa under martial law.

How can the military administration help improve the situation in Odessa?

Human rights activist and public figure Artem Kartashov told Channel 24 that Gennady Trukhanov , as mayor of Odessa, and his henchmen failed the decolonization process in Odessa. Moreover, they sided with the aggressor country, particularly in situations where they tried to defend monuments to Russian figures.

“Since the humanitarian component of this war is also a confrontation with Russia, because Russia uses history and culture as a weapon, Gennady Trukhanov failed this war. He became an ally of our enemy,
” the activist explained.

Therefore, according to Kartashov, the introduction of a military administration in Odessa would be a logical step to change the situation in the city and reduce the influence of Trukhanov’s team.

“For 3 years of full-scale invasion of statements and actions of various Gennady Trukhanov, which were anti-Ukrainian, it is probably enough to understand that this person cannot even “repaint” himself normally.
