Zelenskyy Appoints Military Tech Expert Serhii “Flash” Beskrestnov as Personal Defense Advisor

Ukrainian President Volodymyr Zelenskyy has signed a decree on July 17, appointing Serhii Beskrestnov, a prominent defense technology specialist widely known as “Flash,” as his personal advisor on the development of technological defense areas.

The official appointment follows a recent meeting between the head of state and Beskrestnov, during which they discussed current technological components of Ukraine’s defense. Beskrestnov previously served as an advisor to the former Minister of Defense Mykhailo Fedorov, a role that concluded after Fedorov’s dismissal.

The decision comes as Ukraine continues to prioritize technological advancements during Russia’s full-scale invasion of Ukraine. Following his meeting with Flash, President Zelenskyy stated that their discussions focused heavily on the technical needs of the armed forces and that relevant decisions would follow.

The president emphasized that technology is a critical factor in protecting the lives of Ukrainian service members and shifting the impact of the war back to Russian territory. He also noted the necessity of responding rapidly to the military innovations introduced by the opposing forces, stating that knowing the details allows for precise counteraction.

Before this presidential appointment, Beskrestnov’s advisory role ended alongside the departure of the former defense minister. Following that transition, Beskrestnov expressed concern that he would no longer be able to assist service members at the Ministry of Defense level.

He mentioned having extensive access to various analytical systems that allowed him to monitor and predict the actions of the Russian military, noting that he would no longer be able to complete his personal projects and challenges within that specific framework. The new advisory role under the president restores his involvement in directing Ukraine’s military technology strategy.

“It is technology that saves the lives of our warriors and brings this war back home—to Russia. It is also important to always react in time to military innovations that take place with the forces and assets of the aggressor’s army, based on the principle: we know the details, therefore, we counter accurately,” President Zelenskyy stated.

The government reshuffle marks the end of the tenure of Defense Minister Mykhailo Fedorov, whose administration worked in lockstep with the Cabinet to fundamentally modernize Ukraine’s military.

During his tenure, former Defense Minister Mykhailo Fedorov introduced several major reforms to Ukraine’s military. His administration successfully blocked Russian access to Starlink terminals and significantly improved drone interception rates. Additionally, Fedorov’s team launched the “Logistics Lockdown” program to target Russian supply lines.

  1. There is a handful of Ukrainians who have conducted themselves in brilliant ways. We all know Budanov, Brovari, and Federov; each one is a talented expert in his field. In the fields of electronics and drones, Serhii Beskrestnov–also known as “Flash”–is the star. I’ve been following him on Telegram for about two years now, and Ukraine would be worse off if he were not available anymore. The cockroaches tried to kill him at least once.
    I am pleased that Zelensky has made this move. It is smart and far better than the one he made on Federov. Flash will be able to work much more effectively now, sharing his expertise with the leadership and also his acute sense of strategic thinking.
